took the opportunity to walk some of the neighborhoods this summer, knocking on doors and talking with residents about the issues that affect our community and state. These doorstep conversations help me better understand the challenges and opportunities we face - and will make me a more effective advocate for our district when I return to Annapolis in January.
One issue of concern to Towson residents is the growth of Towson University. To the surprise of many - myself included - the University announced plans to build an arena next to the Towson Center without any community notice or input. I was able to bring the University to the table to discuss this situation with community leaders. While I commend them for agreeing to meet with residents and to planting a dense buffer along the Stanmore Road alley, this is not enough.

Towson University Arena
I have been very concerned about, and involved in, the problems in many Towson neighborhoods due to Towson University students. While the University has made strides, they have not been as sufficiently aggressive in stopping the poor, and in many ways destructive, behavior. Additionally, the University's failure to communicate with the community about the proposed arena was stunning and unacceptable.
Since the University needed approval for the arena contracts, I wrote Governor Martin O'Malley and Treasurer Nancy Kopp asking them to address our concerns. My letter follows. While they did not chose to establish conditions, they used my letter to ask pointed questions and set the stage for important follow up.

2008-2009 Scholarships
If you would like to be considered for the 2008-09 Delegate Lafferty Scholarship Program, please read about the scholarship application process, complete this scholarship application and submit it to Delegate Lafferty's office no later than April 17, 2008.
ELIGIBILITY REQUIREMENTS
You and your parents (if you are a dependent student) must be Maryland residents. This scholarship is available to students who live in the 42nd district and who will be attending a college, university or private career school in Maryland. The only exception is for students in the 42nd District who qualify for a “unique major” from the Maryland Higher Education Commission.
AWARD AMOUNT
The minimum annual award is $200. You may hold the Delegate Scholarship with all State awards. The total dollar amount of all State awards may not exceed your cost of attendance as determined by your school's financial aid office or $18,300, whichever is less. Funds may not be available to award all eligible students.
